The Council of Elders of the Black Community in Howard County (TCOE) in collaboration with the Howard County Public School System will host a TCOE Community Academy on Substance Abuse on March 12 from 9:00 - 10:30 a.m. The session will provide information regarding substance abuse prevention and behavioral health within the Howard County community.
